you don't really need to be smart to figure out that basically 16 year old guy can't custom code any kind of java plugin as it takes years to learn & study & make something fully custom. I don't need to see how he 'works' if he doesn't, I somehow believe that you'll just buy/download bunch of plugins and your developer will just configure them.
