I Was Spectating him 3 matches -He Was using Blatant Reach the 3rd Match 4.1 Block Reach. Our new anti cheat that i have even testing is pretty good at detecting Reach and Knockback, You Can Trust me Because i and some staff members tested it on each other it works.

He should be un-punished. First of all, he have high ping, you should SS him, second of all, he MUST got 30d ban for reach, you cannot blacklist him for using REACH even if he got blacklist in past. If you hates me, I would think that if I tell you that you are "fat gay ass" you will blacklist me, because my past. That does not seems right...
